A bill to limit amounts expended by certain government entities for overhead expenses.

Sets limits on the amounts which certain Government entities may obligate or expend over a five-year period for overhead expenses.

Reduces discretionary spending limits over such period for purposes of the Congressional Budget Act of 1974 and the Balanced Budget and Emergency Deficit Control Act of 1985 (Gramm-Rudman-Hollings Act) as a result of the savings achieved by this Act.
