Mr. Walker raised a point of order against the consideration of the measure. Mr. Walker stated that the self-enacting provision in the resolution, disposing of a Senate amendment to a House bill, is a violation of rule XX of the rules of the House which require the consideration of such amendments to be entertained in the Committee of the Whole. The Chair stated that the point of order was not well taken.
