Waiving the requirement clause of 4(b) of rule XI for a two-thirds vote to consider a report from the Committee on Rules on the same day it is presented to the House with respect to a resolution reported on or before the legislative day of August 19, 1994, providing for the consideration or disposition of the conference report to accompany the bill H.R. 3355.
