In lieu of the committee amendments now printed in the bill, it shall be in order to consider as an original bill for the purpose of amendment the amendment in the nature of a substitute consisting of the text of H.R. 4892, modified by the amendments printed in part 1 of the report accompanying this resolution. No amendment to the amendment in the nature of a substitute shall be in order except those printed in part 2 of the report, to be offered in the order and manner specified.
