Declares that on July 12, 1994, the world's news media, governmental bodies, and citizens should focus attention on the human rights abuses against the Kashmiri people.
Calls on: (1) all parties to the Kashmir dispute to abide by international standards of human rights and humanitarian law; (2) the Indian Government to restore due process of law and support the initiatives of nongovernmental organizations in monitoring against human rights abuses; and (3) both India and Pakistan to respond to the call for self-determination of the people of Kashmir and to reactivate the role of the United Nations in this process which should include full participation of the Kashmiri people.
