To amend the Rules of the House of Representatives to require a rollcall vote on passage of any measure making appropriations or providing revenue.

Amends rule XV of the Rules of the House of Representatives to prohibit the House from passing or adopting any bill or joint resolution, or conference report thereon, making appropriations or providing revenue except by a roll call vote, and deems that and the yeas and nays shall be considered as ordered.
