Rule provides for consideration of H.R. 4454 with 1 hour of general debate. Previous question shall be considered ordered without intervening motion except one motion to recommit, or to recommit with instructions if offered by Representative Young of Florida or a designee. Measure will be read by section. Specified amendments are in order. No amendment to the bill shall be in order except those printed in the report accompanying this resolution, to be offered in the order and manner specified in the report. All points of order against the amendments shall be waived. The chairman of the Committee of the Whole may postpone a request for a recorded vote on any amendment. The chairman may reduce to not less than five minutes the time for voting on any postponed question that immediately follows another vote, provided that the time for voting on the first vote in any series shall be not less than 15 minutes.
