Amends rule XI of the Rules of the House of Representatives to require a two-thirds vote to adopt any rule or order reported by the Committee on Rules providing for the consideration of legislation that limits the rights of Members to offer germane amendments if the legislation would otherwise be subject to amendment under House rules.
