To amend the Rules of the House of Representatives to allow Members to require rollcall votes to strike specific line items contained in appropriation bills.

Amends rule XXI of the Rules of the House of Representatives to allow a Member of the House to demand a roll call vote to strike any line item in any measure making or continuing appropriations if supported by 49 other Members. Makes it in order for that Member to make a point of order against further consideration of such measure by the House if the vote does not occur.
