Amending the Rules of the House of Representatives to prohibit voting by proxy in committees and subcommittees.

Amends rule XI of the Rules of the House of Representatives to prohibit proxy voting by any committee or subcommittee member with respect to any measure or matter. (Currently, a committee or subcommittee can adopt a rule to permit a member to vote by proxy.)
