Rule provides for consideration of H.R. 4092 with 1 hour of general debate. All points of order against the bill and against its consideration are waived. After general debate the Committee of the Whole shall rise without motion. No further consideration of the bill shall be in order except pursuant to a subsequent order of the House. The requirement of clause 4(b) of rule XI for a two-thirds vote to consider a report from the Committee on Rules on the same day it is presented to the House is waived with respect to a resolution reported on or before Mar. 23, 1994, providing for further consideration or disposition of the bill.
