Amending the Rules of the House of Representatives respecting committee staff.

Amends rule XI of the Rules of the House of Representatives to apply primary expense resolution requirements and personnel ceilings to the Committee on Appropriations and the Committee on the Budget. Repeals provisions authorizing the Committees to appoint committee staff. Requires funds for the appointment of committee staff to be provided by primary and additional expense resolutions.

Provides that by the beginning of the 106th Congress, not less than one-third of the funding made available to each standing, select, special, ad hoc, or other House committee shall be allocated to the minority party. Exempts the Committee on Standards of Official Conduct.
