Amending the Rules of the House of Representatives to require Members to sign an oath of secrecy before receiving access to classified information.

Amends rule XLVIII of the Rules of the House of Representatives to prohibit a Member of the House (including the Resident Commissioner from Puerto Rico and any Delegate to the House) from having access to any classified information unless and until a copy of a specified oath of secrecy has been signed by that Member and has been published in the Congressional Record.
