Expresses the sense of the House of Representatives that, by January 1, 1998, States should eliminate the use of cash for payment of AFDC (Aid to Families with Dependent Children), and instead provide AFDC through an electronic transfer of funds into an account accessible to the AFDC recipient only through a State issued debit card with photo ID.
