Amending the Rules of the House of Representatives to require a two-thirds, rollcall vote to increase the statutory limit on the public debt.

Amends rule XLIX of the Rules of the House of Representatives to make it out of order to pass or adopt any bill, joint resolution, or conference report thereon increasing the statutory limit on the public debt except by an affirmative two-thirds roll call vote.

Authorizes the House to waive these provisions for any fiscal year during which a declaration of war is in effect.
