Providing that the House may not adjourn to end this session of Congress until it receives the report of the Joint Committee on the Organization of the Congress and votes upon its recommendations.

Prohibits the House of Representatives from agreeing to a resolution providing for an adjournment sine die for the first session of this Congress until the House has received the report of the Joint Committee on the Organization of the Congress and voted upon its recommendations.
