Amends rule XXI of the Rules of the House of Representatives to prohibit any bill, resolution, or amendment that contains more than a single subject from being received or considered in the House. Permits a question of order to be raised at any time on the number of subjects in a measure or amendment.
Requires the single subject to be expressed in the measure's title.
Makes an exception for legislation that complies, consolidates, revises, or rearranges the statutory law.
