Rule provides for consideration of H.R. 2401 with 2 hours of general debate. Upon adoption of this resolution, the Speaker may declare the House resolved into the Committee of the Whole House for consideration of the bill. All points of order against the bill shall be waived. After general debate, the Committee shall rise without motion. No further consideration shall be in order except pursuant to a subsequent order of the House.
