Rule provides for consideration of H.R. 2010. Previous question shall be considered as ordered without intervening motions except motion to recommit with or without instructions. No further general debate shall be in order. It shall be in order to consider as an original bill for the purpose of amendment under the five-minute rule the amendment in the nature of a substitute recommended by the Committee on Education and Labor now printed in the bill. Points of order against the Committee amendment in the nature of a substitute for failure to comply with section 302(f) of the Congressional Budget Act of 1974 or clause 5(a) of rule XXI are waived. Measure will be considered read. Bill is open to amendments. All amendments to the committee amendment in the nature of a substitute must be printed in the portion of the Congressional Record designated for that purpose in clause 6 of rule XXIII...
