Rule provides for consideration of H.R. 2490. Upon adoption of this resolution points of order against consideration of the bill for failure to comply with clause 7 of rule XXI shall be waived. During consideration of the bill, all points of order against provisions in the bill for failure to comply with clause 2 o r 6 of rule XXI shall be waived, with exceptions specified in the text of this resolution. Where points of order are waived against only part of a paragraph, a point of order against the balance of the paragraph may apply only within the balance of the paragraph and not the entire paragraph. Carr may amend portions of the bill not yet read for amendment and portions already passed in reading, shall be considered read, and not subject to a demand for division of the question in the House or in the Committee of the Whole.
