Providing for savings in the operations of the House of Representatives to be achieved by transferring functions to private sector entities and eliminating staff positions.

Directs the Speaker of the House of Representatives, in order to achieve specified annual cost savings and staff reductions, to transfer specified activities and entities to the private sector, including the House Post Office, the Furnishings Office, House Information Systems, and the Capitol Police.
