Rule provides for consideration of H.R. 2403 with 1 hour of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit. Upon adoption; of this resolution, the Speaker may declare the House resolved into the Committee of the Whole for consideration of the bill. Points of order against consideration of the bill forfialure to comply with clause 7 of rule XXI shall be waived. Points of order under clause 2 or 6 of rule XXI shall be waived except as specified in the rule. Where points of order are waived against only part of a paragraph, a point of order against matter in the balance of the paragraph may be applied only to the balance of the paragraph and not the entire paragraph.
