Rule provides for consideration of H.R. 5 with 2 hours of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit. Upon adoption of this resolution the Speaker may decalre the House resolved into the Committee of the Whole for consideration of the bill. Sixty minutes of the two hours of general debate shall be controlled by the Chairman and Ranking Member of the Committee on Education and Labor, thirty minutes controlled by the chairman and ranking member of the Committee on Energy and Commerce, and thirty minutes controlled by the chairman and ranking member of the Committee on Public Works and Transportaiton. Specified amendments are in order. The amendments recommended by the Committee on Education and Labor now printed in the bill shall be considered as adopted in the House and in the Committee of the Whole.
