Prohibits a Member of the House of Representatives from using the frank for mail other than mail: (1) in direct response to a communication from the person to whom the mail is addressed; (2) from the Member to another Member of Congress or a Federal, State, or local government official; (3) of a news release to the communications media; or (4) in furtherance of the administrative duties of the Member.
