Rule provides for consideration of H.R. 2264 with 2 hours of general debate. Previous question shall be considered as ordered without intervening motions except motion to recommit. Upon adoption of this resolution the Speaker may declare the House resolved into the Committee of the Whole for consideration of the bill, pursuant to section 7 of the concurrent resolution on the budget for fy 1994. The modifications to the bill printed in part 1 of the report accompanying this resolution shall be considered as adopted in the House and in the Committee of the Whole. All points of order against the bill, as modified, shall be waived. A specified amendment is in order. Only the amendment in the nature of a substitute printed in part 2 of the report accompanying this resolution shall be in order, if offered only by Representative Kasich or his designee, to be debatable for one hour and not subject to amendment. ...
