Waives, with respect to any resolution reported by the Committee on Rules on March 31, 1993, to provide for the consideration of the conference report on H. Con. Res. 64 (congressional budget), provisions of rule XI of the Rules of the House of Representatives that require a two-thirds vote to consider a report from such committee on the same day it is presented to the House.
