To direct the Secretary of the Army to conduct a review of the report of the Chief of Engineers on Staten Island from Fort Wadsworth to Arthur Kill, New York, and for other purposes.

Directs the Secretary of the Army to: (1) review the report of the Chief of Engineers on the Staten Island coast from Fort Wadsworth to Arthur Kill, New York, and related reports in response to major storm damage occurring in December 1992 to determine whether modifications to recommendations contained in such reports are advisable; (2) conduct a comprehensive study of the shore of Staten Island and investigate communities affected by the storms; and (3) report to appropriate congressional committees on the results of the review, study, and investigation.
