To amend title II of the Social Security Act to expand current restrictions on payment of benefits to prisoners to include payments to individuals confined to public institutions pursuant to court order based on a verdict that the individual is not guilty of a criminal offense by reason of insanity or a similar finding.

Amends title II (Old Age, Survivors and Disability Insurance) (OASDI) of the Social Security Act to expand current restrictions on the payment to prisoners of OASDI benefits to include payments of OASDI benefits to individuals confined to public institutions after having been found not guilty of a criminal offense by reason of insanity or other mental disorder.
