Amends the Harmonized Tariff Schedule of the United States to: (1) reduce the current duty on pharmaceutical grade phospholipids; and (2) grant them, as well as pharmaceutical grade soybean oil, duty-free treatment if pharmaceutical products are granted duty-free status by an agreement which enters into force and effect with respect to the United States.
