Amends the Fair Labor Standards Act to extend its coverage to the employees of any unit of the legislative branch (currently, any unit that has positions in the competitive civil service). Repeals certain provisions relating to wage rates in American Samoa.
Amends the Civil Rights Act of 1964 to require all units of the legislative branch (currently, those units having positions in the competitive service) to grant equal employment opportunities to employees or applicants.
Applies the provisions of the Freedom of Information Act and the Privacy Act to the legislative branch.
Amends the Age Discrimination in Employment Act of 1967, the Occupational Safety and Health Act of 1970, and the Americans with Disabilities Act of 1990 to apply their provisions to the Government.
Amends the Age Discrimination Act of 1975 to make it applicable to the Congress.
Amends the National Labor Relations Act to subject the Government (including the legislative branch) as an employer to the prohibition against unfair labor practices.
