To amend the Internal Revenue Code of 1986 to allow individuals to designate all or any portion of their income tax refund to reduce the public debt.

Amends the Internal Revenue Code to allow individual taxpayers to designate on their tax returns a portion of any overpayment (not less than one dollar) to reduce the public debt.
