National Policies Toward Gambling Review Act of 1994 - Establishes a Commission on the Review of National Policies Toward Gambling to conduct a comprehensive legal and factual study of: (1) gambling activities in the United States; (2) their social and economic impact; and (3) existing Federal, State, and local policy and practices with respect to legal prohibition and taxation of such activities, particularly the relationship between the Indian Gaming Regulatory Act and State and local laws.
