Bi-State Waste Disposal Efficiency Act - Amends the Solid Waste Disposal Act to provide that any requirement in a Federal law that an owner or operator of a landfill or incinerator obtain authorization to receive out-of-State municipal solid waste shall not apply if the out-of-State waste is generated within, and the landfill or incinerator is located within, the same bi-State level A metropolitan statistical area which contains two contiguous major cities located in different States.
