To amend the Clean Air Act to repeal certain emissions standards for motor vehicles which have not yet taken effect.

Amends the Clean Air Act to make the emissions standards for model year 1995 motor vehicles applicable to all motor vehicles, in any class or category, manufactured after such model year.

Repeals: (1) emissions standards for nitrogen oxides from heavy duty trucks for model years after 1997; (2) specified emissions standards for light-duty trucks for model years after 1995; and (3) requirements for a study on whether further reductions in emissions from light-duty vehicles are necessary.
