To amend the Trade Act of 1974 to apply fast track procedures to an implementing bill submitted by the President to the 104th Congress with respect to the Uruguay Round trade agreements.

Amends the Trade Act of 1974 to apply fast track procedures to any implementing bill submitted by the President during the 104th Congress with respect to Uruguay Round trade agreements entered into under the General Agreement on Tariffs and Trade (GATT).
