To establish a period during which individuals under 65 years of age who are entitled to benefits under part A of the medicare program on the basis of a disability or end state renal disease may enroll under part B of the medicare program in order to meet eligibility requirements for health benefits under the Civilian Health and Medical Program of the Uniformed Services under title 10, United States Code.
