To improve the management of the project-based rental assistance program under section 8 of the United States Housing Act of 1937.
Section 8 Project-Based Program Management Improvement Act of 1994 - Amends the Housing and Community Development Act of 1992 to provide for the identification and improvement of troubled housing projects receiving project-based section 8 assistance.
Amends the United States Housing Act of 1937 to authorize recaptured section 8 housing assistance payments to be used to assist tenants formerly assisted under the terminated contract. Revises section 8 rent provisions.
