Biomaterials Access Assurance Act of 1994 - Declares that this Act applies to any civil action brought in either State or Federal court against a manufacturer, seller, or biomaterials supplier, or against a licensor of such suppliers for harm caused by an implant.
Prescribes procedural guidelines and the burden of proof for actions against biomaterials suppliers for harm caused by an implant. Precludes such actions, except as provided under this Act, against a person who has neither registered with the Secretary of Health and Human Services nor included the implant on a list of devices filed pursuant to the Federal Food, Drug, and Cosmetic Act.
