Amends the Public Health Service Act to modify the eligibility requirements for appointment as the Surgeon General of the Public Health Service by requiring that candidates have been continuously on active duty as members of the Regular Corps for at least 20 years.
Makes this Act effective with respect to any individual holding such position on or after this Act's enactment date.
