Amends part A (Aid to Families With Dependent Children) (AFDC) of title IV of the Social Security Act to require State procedures under which a lien arises by operation of law against all property owned by an individual who resides or owns property in the State and owes overdue child support.

Requires State agencies to accord full faith and credit to such liens arising in other States.
