Makes ineligible for Federal benefits or services for a ten-year period any person convicted of making a fraudulent representation with respect to residence in order to receive State or local benefits from two or more States.
Directs the Secretaries of Health and Human Services, of Agriculture, of Education, of Labor, and of Housing and Urban Development each to design and implement, and report to the Congress on, a program to assist the States in preventing persons from engaging in such fraudulent conduct.
