Public Housing Funding Flexibility Act of 1994 - Amends the United States Housing Act of 1937 to authorize the Secretary of Housing and Urban Development to permit a public housing agency to use grants to leverage amounts which shall be used for financing housing to replace existing public housing dwelling units or for modernization of public housing.
