Directs the Administrator of the National Aeronautics and Space Administration to: (1) establish a National Academy of Space to prepare qualifying individuals for Government or U.S. corporate space-related service; and (2) appoint a Board of the National Academy of Space whose functions shall include exam and curriculum development, scholarship and placement administration, and selection of State universities as Member Institutes of the Academy.
Authorizes appropriations.
