Authorizes the Secretary of the Navy to transfer, under specified conditions, to: (1) Australia the tank landing ships Saginaw and Fairfax County; (2) Brazil the tank landing ship Cayuga and the Miller and Valdez frigates; (3) Morocco the tank landing ship Bristol County; and (4) Spain the tank landing ship Barnstable County. Waives certain congressional notification requirements with respect to such transfers. Requires recipients to bear the transfer costs.
Expresses the sense of the Congress that the Secretary should request each country to have each transferred vessel repaired or refurbished at U.S. shipyards (including U.S. navy shipyards).
