Amends the Federal criminal code to provide that, with exceptions, anyone at least 18 years of age who uses a child to commit, or to assist in avoiding detection or apprehension for a Federal offense, shall: (1) after a previous conviction for such an offense has become final, be subject to three times the maximum imprisonment and fine otherwise provided for the offense; and (2) in any other case, be subject to twice the maximum imprisonment and fine for the offense.
