To establish the Northern Great Plains Rural Development Commission, and for other purposes.
Northern Great Plains Rural Development Act - Establishes the Northern Great Plains Rural Development Commission to study the economic needs of, and develop a rural economic development plan for, the Northern Great Plains.
Terminates the Commission on the earlier of: (1) a specified period of time after submission of its final report; or (2) two years after enactment of this Act.
Authorizes appropriations.
