Chile Free Trade Agreement Negotiating Act of 1994 - Amends the Omnibus Trade and Competitiveness Act of 1988 to authorize the President, before January 1, 1997, to enter into a trade agreement with Chile that provides for the elimination or reduction of duties imposed by the United States, or the elimination or reduction of barriers to, or other distortions of, international trade between Chile or the United States.
Subjects the trade agreement to congressional "fast track" procedures only if the President certifies to the Congress, when submitting implementing legislation, that such agreement: (1) requires the parties to adhere to internationally recognized worker rights; (2) requires the enforcement of environmental laws and the adoption of higher environmental standards; and (3) includes dispute resolution mechanisms.
