To amend the Rules of the House of Representatives to prohibit proxy voting and to amend title 18, United States Code, to criminalize the practice commonly called "ghost voting" in the House of Representatives.

Amends rule VII of the Rules of the House of Representatives to prohibit proxy voting by any committee or subcommittee member with respect to any measure or matter (currently, a committee or subcommittee can adopt a rule to permit a member to vote by proxy).

Amends the Federal criminal code to impose a fine upon a Member of the House in an amount equal to his or her annual salary if the Member: (1) authorizes another Member to cast his or her vote or to record his or her presence; or (2) casts the vote or records the presence of another Member.
