Authorizes the Secretary of Defense to establish a restoration advisory board in connection with any military installation at which environmental remediation activities are planned. Authorizes the Secretary to make grants to facilitate the participation of private individuals on technical review committees and restoration advisory boards in order to ensure public input into the planning and implementation of environmental remediation activities at installations where such committees and boards are in operation. Limits total grant amounts.
Requires the Secretary to consult with, and seek the advice of, such committees and boards on specified issues related to such remediation activities.
