To exclude certain retirement accounts for purposes of determining eligibility to receive food stamp benefits, aid to families with dependent children, supplemental security income benefits, and medicaid benefits.

Amends the Food Stamp Act of 1977 and the Social Security Act to instruct the Secretary of Health and Human Services to exclude specified retirement assets for purposes of determining eligibility for benefits under: (1) the food stamp program; (2) the program of Aid to Families with Dependent Children; and (3) the Supplemental Security Income Program.
